On 16-02-2015, the Central Government inserted Islamic State/Islamic State of Iraq and Levant/Islamic State of Iraq and Syria/Daish in the First Schedule of the Unlawful Activities (Prevention) Act, 1967 which contains/ specifies the list of “terrorist organisations” as defined under Section 2(1)(m) of the said Act.
The Central Government decided to add Islamic State/ Islamic State of Iraq and Levant/ Islamic State of Iraq and Syria / Daish in the First Schedule of the said Act, on the satisfaction that such organization is a terrorist outfit operating in Iraq and neighbouring countries, has been resorting to terrorist actions to consolidate its position in that area by recruiting vulnerable youth from various countries including India for Global Jehad to achieve the objective of establishing its own caliphate by overthrowing democratically elected governments, besides resorting to terrorism in the form of killing of innocent civilians and security forces, which is a serious concern for the country especially with regard to its likely impact on national security when such youth return to India.
Thereby, the Central Government made the following amendment:
Inserted serial No. 38 after serial No. 37 and the entries relating thereto in the First Schedule of the Unlawful Activities (Prevention) Act, 1967, namely –
“38. Islamic State/ Islamic State of Iraq and Levant/ Islamic State of Iraq and Syria/ Daish, and all its manifestations”
