Government notifies E-Waste (Management) Rules, 2022
The Central Government has notified the E-Waste (Management) Rules, 2022. These rules apply to every manufacturer, producer refurbisher, dismantler and recycler involved in manufacture, sale, transfer, purchase, refurbishing, dismantling, recycling and processing of e-waste or electrical and electronic equipment listed in Schedule I, including their components, consumables, parts and spares which make the product operational.
New emission standards notified vide Environment (Protection) Third Amendment Rules, 2022
On 03-11-2022, the Ministry of Environment, Forest and Climate Change has notified the Environment (Protection) Third Amendment Rules, 2022 which shall come into force from 01-07-2023. The amendment has notified the emission standards under Schedule I.

The Central Government has notified to Insecticides (Second Amendment) Rules, 2022 in order to amend the Insecticides Rules, 1971. In the Insecticides Rules, 1971, in rule 9 relating to Licences to manufacture insecticides, the following proviso has been inserted in sub-clause 3.

SEBI issues circular to standardize rating scales used by Credit Rating agencies
On 31-10-2022, Securities and Exchange Board of India (‘SEBI’) issued circular regarding standardization of rating scales used by Credit Rating Agencies (‘CRA’s) to standardize the usage of rating scales. The circular is effective from 01-01-2023 and CRA’s are required to report on compliance to SEBI within one quarter from the specified date of applicability.
SEBI issues circular on capping the limits of ISIN for debt securities issued on private placement basis
On 31-10-2022, the Securities and Exchange Board of India (‘SEBI’) has issued a circular on review of provisions pertaining to specifications related to International Securities Identification Number (‘ISIN’) for debt securities issued on private placement basis to reduce fragmentation in the primary market and enhance liquidity in the secondary market. The provisions of this circular will be applicable from 1-04-2023.
SEBI issues Master Circular on the issuance of NOC for release of 1% of the issue amount
On 07-11-2022, the Securities and Exchange Board of India (SEBI) has issued a Master Circular on the issuance of a No Objection Certificate (NOC) for the release of 1% of the Issue Amount.

On 10-11-2022, the Securities and Exchange Board of India (‘SEBI’) has issued circular revising the Chapter XX of Operational Circular for issue and listing of Non-Convertible Securities (‘NCS’), Securitized Debt Instruments, Security Receipts, Municipal Debt Securities and Commercial Paper -Applicability of GST on fees remitted to SEBI. The provisions of this circular will come into force with immediate effect.
SEBI modifies circular on Handling of Clients’ Securities by Trading Members/ Clearing Members
On 11-11-2022, the Securities and Exchange Board of India (‘SEBI’) has issued circular revising the Handling of Clients’ Securities by Trading Members (‘TM’)/ Clearing Members (‘CM’) which was introduced by SEBI Circular dated 20-06-2019, to streamline the process of handling of unpaid securities by TM/ CM and also to prevent misuse of unpaid securities. The provisions of this circular will come into force from 31-03-2023.

On 14-11-2022, the Securities and Exchange Board of India has notified the registration and regulatory framework for the working of Online Bond Platforms (OBPs), in order to streamline the operations of OBPs and to facilitate the participation of investors in the bond market.
SEBI issues circular on Issue of Green Debt Securities by an issuer under SEBI (Issue and Listing of Municipal Debt Securities) Regulations, 2015
On 24-11-2022, SEBI has issued a circular on Issue of Green Debt Securities by an issuer under SEBI (Issue and Listing of Municipal Debt Securities) Regulations, 2015. An issuer under the ILMDS Regulations may issue a green debt security if it falls within the definition of “green debt security”, as per Regulation 2(1)(q) of the NCS Regulations.
